The deployment of 5G networks requires extensive fiber connectivity, network virtualization, edge computing infrastructure, and small-cell installations. These developments have increased the importance of collaborative infrastructure models and innovative sharing arrangements. Network slicing, cloud-based architectures, and software-defined networking are reshaping traditional approaches to interconnection and network management. Similarly, the growth of IoT devices, machine-to-machine communication, and cross-border digital services is expanding the scope of roaming arrangements beyond traditional voice and data services.
Regulators must therefore adapt existing legal frameworks to accommodate technological innovation while preserving competition, consumer protection, and network security. Cybersecurity considerations have also become increasingly relevant, as interconnected networks and shared infrastructure create potential vulnerabilities that may affect multiple operators simultaneously. Consequently, telecom regulations increasingly emphasize security standards, risk management practices, and resilience requirements.
